Mark Hall is a nationally-recognized Subject Matter Expert (SME) in the public safety communications field with experience in hardware, software, policy, training and tactical execution of communications technologies in support of both the first responder and national incident management support. He is currently qualified as an instructor for ICS-100, ICS-200 and ICS-300 Incident Command System courses, S-158 (Radio Operator), S-258 (Incident Communications Technician), S-358 (Communication Unit Leader), and the FEMA/EMI L-969 All-Hazards Communications Unit Leader (COML) course.

Selected consulting experience includes projects for:

FEMA National Integration Center (NIC) (Projects: NIMS Communications Resource Typing, NIMS Incident Qualifications System, NIMS Credentialing Guide and and NIMS Emergency Preparedness Guidelines)

US ARMY NORTHCOM / National Guard Bureau: Contract support for the Vigilant Guard and Vital Connection exercise programs (seven states over three years).

US TRADE & DEVELOPMENT AGENCY: SME for Emergency Communications in support of a Reverse Trade Mission for the Interior Ministry of Kenya.

STATE OF COLORADO: SME for development of emergency communications and interoperability training programs for public safety agency personnel.

MID-AMERICA REGIONAL COUNCIL (MARC), Greater Kansas City Metro: SME for development of emergency communications and interoperability training programs for public safety agency personnel.

US DHS Office of Emergency Communications (OEC): Working Group member for the development and testing for the initial launch of the L969 All-Hazards Communications Unit Leader (COML) course.

Now in his 26th year in incident communications management, he has supported communications efforts at dozens of large events including the 2002 Hayman Fire, 2003 Columbia Shuttle recovery, 2005 Hurricane Katrina response, 2008 Windsor, CO Tornado response, 2012 High Park Fire, the 2013 Boulder Flood and many other Type 1 and Type 2-level incidents. Today, Mark is the Communications Officer for Fairmount Fire Rescue in Golden, CO, Communications Coordinator (COMC) for the Jefferson County Incident Management Team, is COML for the Rocky Mountain Are Type 1 IMT and is a trainee for national COMC for NIFC/NIICD. He is a former Communications Specialist for the FEMA USAR Colorado Task Force One (CO-TF1).
